World Food Programme (WFP) is currently seeking applications from eligible applicants for the post of HR Officer in Rome, Italy.

World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide.

Key Jobs Responsibilities

The HR Officer will perform the following functions:

  • Work consultatively and in close cooperation with HR colleagues in Headquarters, Regional Bureaus and Country Offices; review proposed, new or revised policies, and advise on feasibility, soundness, legality and compatibility with existing rules and guidelines and on impact on other functional areas in HR and other Divisions.
  • Support the Chief of Policy to establish clear priorities for HR policy development and ensure compatibility of HR policies with each other as well as with strategic priorities and initiatives taking place within the Agency and the UN Common system.
  • Provide interpretation and guidance in the application of WFP’s HR policies and practices and the FAO Staff Rules and Regulations to HR senior management group and staff on the basis of formal rules and guidelines, exceptions and precedents, rulings and opinions of the Legal Division.
  • Provide advice and assist DHR’s Office on Human Resources and Management policies and procedures within the context of the organization’s HRM goals, systems, strategies and direction, decisions of the UN General Assembly, the International Civil Service Commission (ICSC) as well as internal reform efforts; support inclusion of procedures into HR Manual Sections, FAO Staff Rules and Staff Regulations; monitor and evaluate the effectiveness of new or revised policies and undertake research or studies on the Programme’s policies and HR strategy.
  • Develop new and innovative solutions to address issues in the Human Resources Management area that are consistent with best practice, tailored to the unique needs of the Programme and meet the needs of major stakeholders in different CO/RBs and functional areas.
  • Prepare position papers on HR issues for discussion or presentation at inter/intra-organizational such as HR Network & ICSC (International Civil Service Commission); when detailed represent HR on WFP working groups or task forces set up to review HR policies and their links to other functional areas.
  • Contribute to the effective roll-out and implementation of new or revised HR policies by conducting/participating in HR policy briefings, communications and awareness raising activities, including visits to HR teams in the Regions and Country Offices.
  • In collaboration with HRM Field Support, provide advice and contribute to key projects related to national staff management in the field facilitating implementation of the contractual framework and nationalization initiatives.

Eligibility

Applicants must have:

  • Advanced university degree in human resources management, public or business administration, law, or a related social or behavioural science field;
  • Minimum 8 years of progressively responsible experience in human resource management, at least three years of which should have been involved in HR Policy development;
  • Excellent knowledge of policy development and experience in implementation of new and/or redeveloped policies in a large UN agency is desirable;
  • Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes and specialised knowledge in a specific area;
  • Significant experience of managing large teams of staff with somewhat varied areas of expertise;
  • Fluency (level C) in English language and intermediate knowledge (level B) of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) are required.
